VET workforce
VET students are trained, assessed and supported by people who are qualified, skilled and committed to professional development. Three Outcome Standards — the shortest Quality Area, and one of the most frequently assessed, because it comes down to dates that pass quietly.
Standards 3.1 – 3.3
The three workforce Standards
Standard 3.1
The workforce is effectively managed to ensure appropriate staffing to deliver services.
What it asks for. Enough of the right people for what you have on scope and for the cohorts you actually have. This is workforce management — not credentials, which are 3.2. Citing 3.1 for a credential finding is a common error.
What evidence looks like. A current picture of who can deliver and assess which products, and evidence that gaps were identified before they affected delivery rather than after.
Standard 3.2
Training and assessment is delivered to VET students by credentialled people with current skills and knowledge in training and assessment.
What it asks for. The teaching and assessing credential, plus currency in the practice of training and assessment itself. The credential requirements are set out in the Credential Policy, a separate instrument from the Outcome Standards.
What evidence looks like. Held qualifications with evidence of them, mapped against what each person is actually rostered to deliver.
Standard 3.3
Training and assessment is delivered by persons with current industry skills and knowledge relevant to the training product.
What it asks for. Vocational currency, which is a different thing from the teaching credential in 3.2 and is assessed separately. "Relevant to the training product" is the operative phrase: currency in a related field is not currency in this one.
What evidence looks like. Dated industry engagement per person per product — placements, projects, licences held and current, industry-facing work — rather than a single résumé filed at hire.
Professional development
There is no professional development Standard. The Quality Area 3 outcome refers to people "committed to professional development", and the obligation sits in the performance indicators — PI 3.1(b) for staff generally and PI 3.2(c) for trainers and assessors. When you need a citation, cite the performance indicator or the Quality Area outcome without a number. There is no Standard 3.4 to point at.

All three Standards are evidenced through workforce and currency: trainer profiles with competency mapped down to element level rather than to the qualification, industry licences carrying the date they expire, and professional development tracked against configurable minimums per category and role group.
The distinction the Standards draw between 3.2 and 3.3 is the one the product keeps visible — teaching and assessing credentials and vocational currency are held separately, because they lapse separately and are assessed separately.

Questions about Quality Area 3
What is the difference between Standard 3.2 and Standard 3.3?
Standard 3.2 is about the training and assessment credential and currency in training and assessment practice. Standard 3.3 is about current industry skills and knowledge relevant to the training product. A trainer can satisfy one and not the other, and they are assessed separately.
Which Standard covers professional development?
None of them directly. There is no professional development Standard. The obligation sits in the performance indicators — PI 3.1(b) for staff generally and PI 3.2(c) for trainers and assessors — and in the Quality Area 3 outcome, which refers to people committed to professional development.
How many Standards are in Quality Area 3?
Three — Standards 3.1, 3.2 and 3.3. It is the smallest of the four Quality Areas.
